What I did to fix it was, I reloaded the save from right after I talked to Savlian and this time, instead of fast travelling, I walked back out through the Chapel and out the Kvatch gate, down to where the refuge tents had stood. But I didn't load it up in the TESC to check. I think there might be a script attached to the gate from where you go from inside the city of Kvatch to the wilderness outside Kvatch.
